A Study of Uniform Purchasing Specifications for Governmental Organization

Abstract

The content of purchasing specifications of uniform is the most important when procuring. The procurement personnel are lack of professional judgment to make an appropriate procurement decision and the manufactures always could not qualify for specification of uniform. A reasonable and complete specification of uniform includes the design and the establishment of requirements of uniform. To understand the procurement personnel and the manufactures are up against the problems and the reasons of rising dispute of the purchasing specifications during procurement by existing cases. The dispute rising out of the content of purchasing specifications for uniform was caused by the requirement of fabrics, dimension, the allowance of the inspection and acceptance and the illustrations of making uniform. For example, the method of assessment was not suitable; there was no allowance of the inspection and acceptance and illustrations of making. If the entity entrust another entity of professional capacity in Textile filed to set up its tender documentation according to the market of textile, the content of purchasing specifications for uniform will be reasonable.

規範的規格內容嚴謹度，制服縫製合身或舒適與否，非紡織專業之一般採購人員不易判斷，亦造成生產廠商無法達到要求，因而產生爭議。本研究分析現有制服採購案例，以了解機關採購人員及制服生產業者在制服採購程序進行時，制服規範所造成的問題及爭議產生的原因。
